COMMITTEES

At PHSMUN III, we offer a variety of committees to accommodate delegates at all levels. When requesting committee allocations, we ask that advisors appropriately evaluate their delegates’ capabilities and assign them to the right level: Middle School, Novice, Advanced, Specialized, or Crisis.

Position Papers

Position papers for all committees are due Saturday, February 7, 2026 @ 11:59 PM. Submission links (up soon!) and the rubric can be found on the background guides or above. Delegates without position papers will not be eligible for Best Delegate awards in Novice and Specialized Committees. Delegates without position papers will not​ be eligible for any awards in Advanced and Crisis Committees. Additionally, late papers will not be eligible for Research awards unless your delegation has been granted an extension. Any papers found guilty of plagiarism will not be graded, and may affect eligibility for awards.

Committee Policies

Position Papers: Policies regarding position papers are listed at the top of the page.
Resolutions: Draft resolutions that are found to be pre-written or plagiarized will result in disqualification from any awards
Debate: Delegates are expected to be respectful during formal and informal debate. Those following reasonable country policy and continuously providing a creative viewpoint will be scored higher over those who appeal to non-collaborative or common solutions.
Technology: Technology will be allowed in all committee rooms during informal debate. During formal debate, delegates are expected to be attentive to those speaking and keep technology use to a minimum. All draft resolutions will be written digitally.
Advanced Committees: Please note that advanced committees will be judged with greater regard to technical skills during the conference. This includes memorizing speeches, use of formal language, and knowledge of committee procedure.

Awards

Research awards will be given based off of the quality of a delegate’s position paper. Chairs will give out awards—Commendation, Outstanding, and Best Delegate—proportional to the committee size. Delegates aiming for awards should demonstrate a deep understanding of the topic, engage enthusiastically in both formal and informal debate, and show a commitment to progressing the committee’s debate and solutions. Please note that awards do not define performance or character, and are awarded by the chairs’ best and informed judgement during the moment!
